Here is the actual technique, step by step.
Drop the jig to the bottom. Engage the reel and take up slack until you feel the jig's weight. Now lift the rod smoothly from about 7 o'clock to 11 o'clock in one fluid motion. Do not jerk it. The rod tip should load and then spring forward, launching the jig upward 3 to 6 feet.

Why slow pitch catches fish that won't touch bait
